Playing both sides against the middle = 

“To manipulate opponents or competitors in a manner which benefits the manipulator.”

In other words, controlling two groups in order to use them against each other or to create an illusion which works in the manipulators favor.

The main point is, there is a sole manipulator who has control over both sides, unbeknownst to others.
